
Health Facilities Licensing & Accreditation
CLASSIFICATION OF HEALTH FACILITIES
Class A
These are health facilities that are supervised by a medical doctor who should be on the full register for a minimum of three (3) years. They provide in-patient care for acutely ill persons requiring regular monitoring and intervention. The facilities include hospitals and hospices providing palliative care for the terminally ill. Mandatory essential services for Class A includes but not limited to the following: Critical Care Unit, Operating Theatre, Filter Clinic, Surgery, Internal medicine, Obstetrics and Gynecology, Pediatrics, occupational health and safety department, Laundry, Wards, Emergency Unit, Radiology Unit, Laboratories, Out-Patients Departments, Mortuary, Dental Unit, Physiotherapy, Sterilization of equipment Unit, Pharmacy Bulk Store, and Dispensary.
Class C
These are health facilities that provide diagnostic services, prevention and treatment of diseases, performs physical examinations using simple equipment and outsources complex laboratory services. This facility does not employ multiple registered health practitioners and the use of extensive diagnostic equipment or invasive procedures. Mandatory essential services for Class C includes: Out Patients Departments, observation ward, simple rapid laboratory tests, and Pharmacy dispensary. These facilities are supervised by either a full time or part time medical officer or medical licentiate with a minimum of bachelor’s degree who should be on full register for a minimum of three (3) years.
Class B
These are health facilities that are supervised by a medical doctor who should be on the full register for a minimum of three (3) years. These health facilities provide diagnostic services, prevention and treatment of diseases and illnesses on an out-patient basis, incorporates services of multiple registered health practitioners, uses equipment for diagnosis and treatment. Mandatory essential services for Class B includes but not limited to the following: Filter Clinic, Obstetrics and Gynecology, occupational health and safety department, Laundry, Wards, Emergency Unit, Radiology Unit, Laboratories, Out-Patients Departments, Dental Unit, Physiotherapy and Pharmacy Dispensary.
Class D
These are health facilities that provide diagnostic services in any place other than a hospital. These include laboratories and diagnostic imaging services. The facilities are supervised by qualified practitioners with a minimum of a bachelor’s degree in the respective field who should be on the full register for a minimum of three (3) years.
Class E
These are health facilities that provide physiotherapy, occupational and hydrotherapy services in any place other than a hospital. The facilities are supervised by qualified practitioners with a minimum of a bachelor’s degree in the respective field who should be on the full register for a minimum of three (3) years.
Mobile Health Facility

These are health facilities that provide mobile health services including ambulances, mobile diagnostic services and home-based care services. Ambulances and home-based care facilities are supervised by either a Full time or Part time Medical Officer or Medical Licentiate with a minimum of bachelor’s degree. Mobile diagnostic services are supervised by qualified practitioners with a minimum of a bachelor’s degree in the respective field. The supervising practitioner should be on the full register for a minimum of three (3) years.

Pursuant to Section -- of the Health Professions Act No. 17 of 2024 of the Laws of Zambia, a person who intends to operate a health facility shall apply to the Council for a license in the prescribed manner and form upon payment of the prescribed fee.

Complete the Application Form
-
Conduct a self-assessment for the Class applied for.

Pay the prescribed license fees
-
Submit Application Form with all supporting documents including a letter inviting the Council to inspect the facility clearly stating the proposed date of inspection.

The Registrar appoints an inspection team to inspect the health facility.

Inspection Team submits reports to Registrar.

The Registrar recommends to the Council Board for:

Approval if the facility meets minimum requirements

Rejection of the application if the facility does not meet the minimum requirements.

Accreditation of Health Care

Pursuant to Section -- of the Health Professions Act No. 17 of 2024 of the Laws of Zambia, a health facility shall apply for accreditation of a health care service to the Council in the prescribed manner and form upon payment of the prescribed fee.

Submit application form with all supporting documents including a letter inviting the Council to inspect the facility clearly stating the proposed date of inspection.

The Registrar appoints an inspection team to inspect the health facility.

Inspection team submits reports to registrar.

Registrar recommends to the Licensing and Accreditation committee for:
a) Approval if the facility meets minimum requirements
b) Rejection if the facility does not meet the minimum requirements
Licensing and Accreditation committee
a) Recommends to the Council Board for approval
b) Rejects the application and the Council issues a rejection notice
Board approves the recommendation to grant:
a) Provisional Accreditation certificate
b) Full Accreditation certificate
